Warren Garrett, Housing Strategy Manager
Warren has had a long and formative career in local government, in economic development and regeneration.
Initially as a consultant, working with Pat Conaty, Warren carried out some research funded by Newham Council to identify financial solutions for problems of low income homeowners living in homes in severe disrepair, and co-authored with Pat, Affordable Home Improvement Solutions late in 2002.
His 'Eureka moment' came in 2004, when he came up with the idea of a kind of swap - an equity release loan product for people who are 'equity rich, but cash poor' through which repairs and maintenance services could be offered to people living in unfit housing on low or no income.
